MASAAR e-Services Adds Fast-Track Licensing for Clinics

MASAAR's new fast-track lane trims clinic licensing at Dubai Healthcare City to a streamlined three-step process, cutting pre-check turnaround to just two days.

DHCC's MASAAR e-services platform has introduced a fast-track licensing pathway for small and mid-sized clinics, cutting the time between application and approval for qualifying facilities. The change is part of a broader push to digitise regulatory services across the free zone and reduce the administrative burden on new market entrants.

A Faster Three-Step Process

The upgraded workflow condenses licensing into three stages: document submission, automated compliance pre-check, and final regulatory review by the Centre for Healthcare Planning and Quality. Applicants who submit a complete document set now receive a compliance pre-check result within two business days, compared with the previous five-day turnaround.

Who Qualifies

The fast-track lane is available to single-specialty clinics, allied health practices, and diagnostic centres applying for their first DHCC licence, provided the applicant already holds a valid professional qualification recognised by the Dubai Health Authority. Facilities requiring specialised equipment inspections, such as radiology or surgical day-care centres, continue through the standard review timeline.

Built for a Growing Free Zone

The update reflects DHCC's push to keep licensing pace with demand: the free zone has onboarded dozens of new operators this year alone, and MASAAR's digital case tracking now lets applicants monitor status in real time rather than waiting on email updates. DHCC says further automation, including digital document verification, is planned for later in 2026.
